When you call, tell them that you wish to remain anonymous, and they won't say anything to your neighbor when they come to check things out.
One thing to consider, are you on good terms with these neighbors, or do you have some bad history between each other? The only reason I am asking this is because if you already have some bad blood there, they will probably suspect you from the beginning; I have neighbors like that.
However, don't let that stop you. If the dog is being neglected/abused, you need to report them so the dog can get away from them and get a decent home.

Absolutely! I just did that myself recently for a dog next door that was being kept in a shade free backyard without a decent shelter to stay out of the rain. I made sure to make clear to the person on the phone that for my personal safety, it was imperative that they NOT reveal my name or that my name not be written any where on the report that the person might see while the officer was at the premise. I was assured that they dont put the name of the requester on the form. Ask the phone rep if they can guarantee that stipulation.
And congrats to you for getting involved - alot of people just tsk tsk tsk and dont say a word. Ive reported ALOT of people over the years for abuse and neglect and saved a few animals lives in the bargain.
You're doing the right thing by getting involved and there's nothing wrong with you being concerned with your personal safety.

You don't have to give your name.
Take pictures of the neglected pet and evidence of what you consider neglect.

You can walk in there and they don't need to know your name. Keep copies of the pics things get lost in my police station with any case they don't want to deal with. You have to have proof of anything anymore including animals. I would suggest you go to your animal control officer. Animal control is more likely to give you an honest answer verses and arrogant police officer that doesn't give a squat about animals.
The first thing we tell people when they talk about people fighting pits is to take pictures of the license plate on the vehicle. HSUS does keep these on record for investigative purposes. Same with any auction or someone selling several different breeds at flea markets.

Yes you can. Call the police if you need to, not 911- but your local police department and report possible animal cruelty.

all you have to do is call (block your number or use a pay phone) tell them the address and the conditions...also state that you want to remain anonymous.
you are doing the right thing!! but if charges need to be brought against her then you may need to give your name. some cases need witnesses in order to prosecute to the fullest.

Yes, you can ask them to remain anonymous. They may ask for your identity but there is no reason why they would reveal your identity unless absolutely necessary. Law enforcement has to deal with anonymous calls frequently and they have protocol that they follow.

Definately. You can just contact your local SPCA. You can say that you would like to remain anonymous. They have to follow up on every complaint they receive.
