An offer in compromise is the way to possibly reduce your IRS debt. Basically, they'll only accept an offer if it's obvious that you won't be able to pay the entire debt now or anytime in the foreseeable future. Otherwise they'll expect all their money.

It is also possible to request a waiver of certain penalties, if you meet specified requirements.

Hire a tax attorney. The IRS is not in the business of "haggling." You owe the money, they expect you to pay it and will do whatever is necessary, including taking your home, car, etc., to get what is owed them. Do NOT mess with them on your own.
