I dont think you can... best thing to do... especially if you caller ID... this is what I do.. program the persons number in the phone as "Do not answer". This works good for cell phones but may be more difficult to do with a house phone. Call your phone company and speak to a normal person about your issue. If the issue is someone harassing you on the phone, call the police and they may do a tap to your phone to catch the person harassing you. If it's an ex... or a former friend, tell them to stop calling you then call the police when they don't. If its tellemarketers... since you dont want to pay to block them.. best thing to do is hang up as soon as you recognize their sneaky tactives. What I do, when they are sneaky enough to call from a private number is tell them, "If you're selling something, I'm not interested. Thank you very much." I had a telemarketer call the other day about me switching to another phone company and then asked me to verify my number. I told him, "Well you called this number, you should know my number and you called from a private number so I wasn't able to recognize who you are." Hope this helps.

First of all, you can only block a LANDLINE phonecaller. NOT a cellphone caller.
Now, if you have service with AT&T or one of the "Baby Bells" like Bell Pacific, Southwestern Bell etc. you can subscribe to a feature called "Call blocking". It is a feature that you have to subscribe to, it isn't free and it isn't available to you unless you call the customer service for residential service and request that it be put on your line. It's not very expensive but remember, you can only block landlines so if the person calling you that want to block is using a cellphone you might as well forget subscribing to it because it just will not work on cellphone callers.
Also, you can only block up to 6 different numbers at a time, which I don't understand why the phone company cannot offer something that has unlimited blocking but they don't. SO, if you have blocked 6 numbers and you need to block a 7th, you have to take one of the numbers you have blocked off.
Anyway, it works great but also remember that if someone wants to call you and it blocks them, all they have to do is use another phone and in this day and time, that's a very simple thing to do.
What I would suggest is using your CALLER ID to identify the person and not answer it.

Yes. Call your telephone company and inform them that you want to block a number. They'll take care of it for you.

If the telephone your using can block itself, then you don't need to pay. Otherwise, you have to make a request from your provider to do that which I assume that you need to pay for that service.
