It is very difficult to control pollution. Things are produced more than necessary. If that can be controlled, then pollution may be controlled. Pollution depends on the total output from industries. Reduce unnecessary output, and pollution will be reduced.
Also, people must use the products judiciously. Just because you have money, you buy anything in any number and you use it or misuse it. This contributes to the world pollution. For example, take the case of paper production. So much paper is wasted carelessly in offices. If this could be reduced, then the "paper-load" on the world will be reduced. By "paper-load", I mean, the power-consumption in and the polltants coming out of paper-mills.

Depends what kind of pollution you care about. If you care about regional pollution (why? It's their country) then you can sell them the technolgies the western countries already have to solve our own problems.
If you care about the GLOBAL pollutants like freon and CO2, then we need to develop new technologies that can work FOR THEM without setting their development back or costing them more money.
Look, today we know global warming is real, yet Americans have changed nothing. We all still drive around in our cars consuming at the same rate. We refuse to give up our culture and our progress, and (by and large) we refuse to pay for more expensive solutions that are cleaner. If we won't, we can't expect other nations to!
We succeeded with freon, but then, that one was easy.

I can solve air pollution. It's so easy. The majority of smog, and any other forms of air pollution comes from major cities that don't have a lot of plant life in/around them. In these cities, I can assure you, there are several run down buildings. Take these buildings, fill the floor by floor with air filters and kudzu. Put slow running intake and outtake fans on the windown and recycle the air in the city. You can pay for it by dropping the emmissions test and just charging the standard $25.00/per car at renewal.
Oh yeah, and since you're using big buildings, it shouldn't be too hard to retrofit them with solar panels. Also, you can hire the homeless (that already live in the buildings) to trim the plants and clean the filters. Now you've killed two birds with one stone.

Most varieties of clean coal technology can be retrofitted to existing coal fired power stations. Most of these not only reduce co2 emissions but also SOx. and NOx.
Dramatically reducing coal fired power station emissions will make a significant difference.

Most of the energy used to drive a car is to overcome wind resistance. Wind resistance is a factor of the vehicles frontal area and drag coefficient.

Figures for the tesla electric car show that it operates at 110 watts/km. If recharged soley from the dirtiest coal fired power station (1000g/kwh) it still returns around 110g /km (on renewables 0g/km). Only slightly worse than a toyota prius @ 106g/km. By comparison a Toyota Corrola (1.8L) gives 174g/km.
A good electric vehicle (charged on renewables) is almost as good as riding a bicycle.

We can strart by not trying to fool the public into thinking hybrid car technology saves energy. If you look at the sum of energy required to both produce and operate the vehicle through it's lifetime, hybrids are actually more wasteful.
Purely electric cars cannot be the answer, as they will tax the power gird further and we will burn more fossil fuels to catch up with the demand.
The areas we can make the most progress on would be industrial and agricultural pollution. There is still lots to do there. We can do better, Asian nations really need improvement.

Electric cars, PV electric to support grid, solar water heaters. Solar cooking devices. These will all combine to make a cleaner and better world.
Using cleaner bio-fuels will make things better.
If technical innovation comes with some foresight about environment consequences then we will get much better technology solutions.

these are the measures:
not use gas as a primary tool.
must use mother natures waste except oil.
must use the suns energy as a primary tool.
use physical transportations like a bike...
and a lot more you can think of that not uses chemical but natural except oil.
