Your dog has what is called a "ruby eye." It's perfectly normal and some of mine have it as well. It occurs in dogs that "self colored." That is, they have a brown nose and eye rims like you would see with a chocolate colored dog or one with light pigment. Dogs who have black pigment will have eyes that glow green. Either is perfectly fine and acceptable.

Your small terrier has his eyes like that because of a gene .
All the cats have this gene but rarely appears to dogs

Maybe he has to do with the actual color of the iris. Check to see if youe terrier's eyes are the same color as your cats. Then, check the other dog's eye colors.

no i noticed that about our jack russell, against our border collies, her eyes are the same.
i think it comes down to the nature of the dog because they were bred for ratting and the like it probably helps them see better in the dark. A bit like nightvision i suppose

my terrier had one eye go like that and when i took him to the vets he had got a bit of graas seed in there. this had then got infected.

your dog carries some kind of reccesive gene that makes them show up that way . I know when i take pics of my dog she shows up with red eyes it is weird. good luck to you .
