It is reprehensible. It's cheating and academically dishonest. I'm sure your school has penalties for such things. Plagiarism. Illegal? Yes, in some states.

You said "test paper" so I assume it may not necessarily be somebody's original work. I assume it is not a thesis, nor a term paper.
If the test paper you refer to is of the "quiz" type. like fill-in-the-blanks or maybe some trigonometry questions asking for the area of a certain triangle, then I do not think there is any plagiarism or cheating involved. I could not imagine a responsible school giving exactly the same test questions year-on-year. The past year's test paper then really has a value only as a "reviewer" for the sort of questions that may be asked.
As to its legality, I do not know. Singapore has laws unique to its own.

i don't know if singapore has laws against it. There aren't in the united states, but institutions (such as research firms, universities) have policies that if you submit your own name for a paper you didn't write then you can be expelled. There are always copyright violations to consider as well--and those, while settled in civil suits, can cost a you a bundle.

This is called "cheating." Not to mention "theft." It's a crime. School test papers cannot be sold, should not be sold. It's an illegal activity and you should stay away from it.

Not illegal to buy it, but illegal and immoral to submit it as your own work. It's called plagiarism. Do your own damn paper and quit cheating on yourself and everyone else.

yes, it is, its called plagiarism
and...if done on school grounds, then it is considered illegal transaction b/c technically you cannot buy or sell anything on school grounds without permission from principal
punishment depends on the school
