It looks like they've overblown the brightness/contrast and then burned in the details around the lips. Personally I think it's a bit tacky.
edit: just to clarify it would have been done in photoshop, though you could deliberately over-expose to get this effect.

Each to his own....
The Internet has both the best and the worst of things. I browse flickr and other websites where people share photos, and I wonder if anyone even recognizes what a good picture IS anymore. Just because an image has been photo-shopped to death doesn't mean much.
To make a picture look like that, just adjust he brightness and contrast until you get it how you want. Easy peasy.
