You can either add a bit of sticky rice to plain rice, or add just a bit more water than required, to make the rice softer and fluffier, and thus stickier.

It has to be the rice you are using. Short grain rice is the best for sticky rice, like Cal Rose or Hanodi.
The way I do it is to wash the rice a few times until the water is clear. Drain as much as possible and let the rice sit in the remaining water for a half hour or so. One cup of rice, one and a half to two cups water, depends on your rice cooker, will give you three cups of sticky rice.
I never use long grain rice as I don't like fluffy rice. Sticky is the only way to cook rice.

I find that it gets nice and sticky if I take the cooking pan out of the warmer and set it aside for 15-20 minutes with the lid on after I cook it.
Most of the time, I use jasmine or long grain rice.
I also add salt and a bit of margarine to the rice when I put it in:

1 cup rice
1 1/2 cups water
1 tsp salt
1 tbs butter/margarine/olive oil

dont follow the directions on the bag when u use a rice cooker. just do 1:1 ratio of water to rice and itll come out sticky and chewy

Sounds like you are using the wrong rice. Italian or American rice are not that sticky. Try Japanese rice as that has a higher gluten level and is naturally sticky.

I sometimes use sushi rice - designed for sushi making, and i mix it with a bit of sushi vinegar. Very sticky, very enjoyable!
