it could be a time or date 11 of November I have not heard any thing on that 9.11 was the date the twins towers were destroyed.

some people say you should make a wish when you see 11:11 on a digital clock. It's a silly superstition like finding a penny on heads is good luck. I don't think it means anything else

It means a time value, with matching digits. You can assign it a meaning if you like, just like some people pick a favorite color. I think of a couple of friends of mine, who I haven't seen for fifteen years or so, just because.
