The short answer is Yes. It is definitely illegal.
Pintails are migratory birds. Can't shot 'em officially.
In some farming municipalities hunting cowbirds is an accepted way of getting rid of a recognized pest.
Also you got to say what you are going to shoot them with. If its a shotgun, that makes noise. An air gun not so much.
The best is the standard Y slingshot.* I have used a proper sling** ala David the Goliath slayer while potent it takes a lot of practice and skill to get good at using it. Its hard to get that release point.
The Y slingshot (either hand built or store) bought is a good quiet, easy to hide, compact and accurate but not all that powerful. So you must learn to stalk the game. If you manage to hunt with a slingshot you are not likely to get busted other than a supreme lengthy lecture if you do get caught.
You could use an Atl-atl***. This precursor to the bow and arrow is easy to construct. Easy to hide. Quiet. Fairly powerful. And a limited practice should be able to get you competent in that weapons use.

First off, it depends whether or not you live within city limits, your city might have some sort of restrictions.
Second, it depends if a hunting season is open for whatever you're wanting to shoot. You can't shoot pintails in the summer, and you can't shoot cowbirds ever.
If you don't live in a city and the hunting regs say the season is open, blast away1

If you are not eating what you kill, then select something else besides pintails or cowbirds to kill, because you are just destroying them for no logical reason, which is sad and pathetic*....

cowbirds are pest birds it is perfectly legal to shoot them. and pin tails are a type of duck, so if its during duck season then you can shoot them. just remember to not shoot when there is something behind your shot that can be harmed or harm someone, like a house, person, rocks, metal. and don't shoot something on top of a hill you could miss and it could go and hit a house.

A good quality air/pellet gun is probably your best choice. Cheaper up front cost and less expensive to fire frequently. Not to mention much less of a chance for "collateral" damage.
