Sounds complicated. It depends...is this family member an American? If so, you need to contact the American Embassy and see if that person has ever registered themselves. If you have a name, they might try and let that person know you are looking for them. I know the British Embassy does. If this person is Japanese....well, then you have to hit the phone book or get someone to help with the Japanese language.
You really need to know what City the person is in....or was in. If its one of the bigger cities, you can hopefully post a message in a few English magazines....like "looking for so-and so, please send email to me".

Try 130,000,000 to 1 chance. You need an address, a full name, a hometown, a relative ... SOMETHING more than a name. Can you spell it in Japanese characters?
Get more information! If you do, especially like a hometown, you can then try to petition the city hall of that town for a family record.
