Wow, so this really boils down to more of an ethics question.. My question for you is, how often do the openings occur? If it is not very often, then I'd mention the interest in the job to a supervisor and seek their guidance. In some instances, the losing organization/branch/division asks for some time until the employee moves, in which case your maternity leave may not be such a big deal.
If the above is not true for your company, then I'd still voice my interest, but continue to lookout for another opportunity. Also consider the following that could possibly be bad for your career:
- If you get it and are out for 12 weeks that's a lot of time to be the boss and not be present. The delayed transition will most likely seriously impact you influence level in the division and the company.

Absolutely YOU SHOULD go for that job. You plan on coming back to the company, and it would be discriminating if you were qualified for the job and they didn't hire you because you were due to go on maternity leave. They can't even tell you the timing is WRONG ~ that is discrimination.
Go for the job. And if you don't get it ~ make sure you get them to tell you exactly WHY. You have a right ~ to apply for the job and to know why you ARE or ARE NOT qualified.

It never hurts to ask. The only issue I see is since this is obviously a top management position not sure if they would be so accomodating to promote someone who will be out for the next possible 12 weeks. On the other hand they may actually overlook that and see the positive aspect of you being in that position. Your experience, length of employment, and dedication.

I think you could express your interest in the job. Your maternity leave is not a permanent statis. On the other hand I was never able to go back after my maternity leave...I couldn't leave my son in daycare...I couldn't bare the thought! :) Good Luck with whatever you decide!

I haven't had experience in this situation but nothing ventured, nothing gained...you've been there for 3 years, not 3 months. I say go for it. It'll be more pay and they'll have to interview you since you're already an employee. You might just be surprised by the outcome. Good luck!

i would definately say go for it for a few reasons
1 you might get it, even if you have to have some time off it proves you are serious enough to still apply and if you are a good employee they will know that you will be right for the job
2 even if you dont get the job it shows your company that you take them seriously and want to make a career out of them, you will allways learn alot about a job by just applying for it

go for it all they can say is not right now or whatever. YOu wont know if you do not try. I would go for it. you never know you may be the only person who wants it or is qulified for it.
