I have a small 720p LCD tv, if I got an Xbox 360 premium package, would my tv be able to output HD quality picture, Or would I have to buy some extra cables or something?

The premium bundle includes the Component HD cable which is required. Simply connect the red, blue and green cables, in addition to audio, from the Xbox into your TV. The Xbox cable will have a switch that asks for either "TV" or "HDTV" ... obviously choose HDTV. In the Xbox settings, select 720p output and you're done!
Short answer is no, you won't need to buy anything else; just the Xbox premium bundle.

if ur tv has hdmi input, u r ok but u still need hdmi cable.
