Provided you have an IBM-compatible machine (don't know anything about Apple), when you first switch on your computer it goes through a Power-On Self-Test (POST). Or, at least it's meant to... From your question, you don't get that far - you only hear beeps.
Count the number of beeps (long? / short?) and then go to the following URL, where there is a description of what the beep-codes mean:

(just make sure you know what type of BIOS your machine has installed)
If you are lucky - it might just be a lose connection to your motherboard or be resolved simply by reseating the memory (use anti-static protection before touching anything inside your casing PARTICULARLY MEMORY!!!).
If you lack the knowledge, skills and experience to troubleshoot your own PC and don't want to risk your machine never working again, take it to a local PC repair shop (who will bill you) or a techy-friend (who may still bill you - but will cost an awful lot less than the PC repair shop).
Remember that nobody likes working on a machine where some idiot has been 'tinkering' to try and fix it - I raise my own prices accordingly coz I have to try and work out what they did...
Once you have your machine working again you can get access to the operating system and see what the status of that is... but that's another question ;~)

Does you BIOS boot? If not then try removing the power plug and then taking out the small battery on the motherboard for about 15 minutes. The put it back in and see if this fixes it, if not you try using the jumpers to reset the bios. If this doesn't the work it is most likely the RAM, try taking all the sticks out then trying each one by itself. If it does boot the bios, then it is most likely a harddrive or other hardware problem so try unpluging different bits and just try to get it to boot

I assume you mean you downloaded a game from Microsoft's website as there isn't a Windows website.
Try booting into safe mode and go to a command prompt (DOS) and run: chkdsk /f
to check/repair your system.

3 beeps means severe warning that you have a loose wire (short) inside your PC. did you accidentally knock something loose when you were using it? It could be that a component has failed on your motherboard, eg a fan etc.
