An EIN (employer identification number) is issued by the IRS. The employer's state ID number (if you are getting this off of your W-2) is the employer's account number with your particular state. Employer's use this account to remit state income taxes withheld from employees' wages.

An EIN is a federal number. Most states issue their own.
