I think the words are slightly different. This is coming from my own head, not a dictionary, so take it with a pinch of salt.
To evaluate is to get to know something, to understand it. When you evaluate something you could say "thats right for me" but you couldn't say "thats right for everyone", because the second statement is a judgement.
To judge is to attempt to catagorise something ie innocent or guilty, pretty or ugly, male or female.
Basically an evaluation is a personal understanding of something. A judgement is a decision or understanding which you attempt to apply universally.

Evaluation is not personal. It doesn't address motives or outcome. Judgment does. If I know my friend is cheating on his wife, and I say "what you are doing isn't right", that is a statement of fact, and an objectively correct evaluation of the situation. If I say, "you don't care about anyone but yourself", or "you must not love your wife very much", or "you'll be going to hell because of this", those are all subjective judgments I am not qualified to make.

Greetings! I see your problem, it's somethings I think everyone struggles with. This goes back to again the words of Jesus: before you can remove the speck in your brothers eye, remove the plank from your own. Let's face it most people can easily and always attempt to tell someone how to live their lives, or advice etc... The problem is you have to first recognize that because we are sinners our minds are depraved. In other words the only one who can help you to first see clearly is God. And you need to look at each situation with the eyes of God, this of course has to have been given to you by God, and you need his grace and wisdom in order to actually evaluate properly, otherwise most charge in and wind up judging. Evaluating would mean look at whatever situation you are confronted with, in the same way as God would and if you need to answer, you must be sincere not pointing the finger. This takes alot of seeking, and praying and it doesn't happen over night. However most people are constantly trying to play God and they wind up judging, (like Satan). Because they have tried to solve it without the help of God or attempt to give advice without God.

Nothing. When you evaluate, you're giving your opinion. When you judge, you're STILL giving your opinion; and we all know what an opinion is. Everyone has one.

There are different kinds of judgment. One is good because we need to judge between what is right and what is wrong. The other is not good in that we are not to pass judgment on anyone. That is God's job. In other words we are not to judge someone as in condemning them.

THE BIBLE IS REFERRING TO THE FINAL JUDGMENT OF GOD. WE SHOULD NOT TRY TO GUESS WHAT GODS FINAL JUDGMENT WILL BE AND IMPLEMENT IT OURSELVES.
WE SHOULD BE THE SALT AND THE LIGHT OF THE EARTH WHICH MEANS TO POINT OUT THE TRUTH. TELLING THE TRUTH IS NOT THE SAME AS JUDGING.
