The Yahoo Answers Police, for the most part, are the users who find something offensive to them.
That said, this site is quite likely monitored by some state and government agencies who are monitoring the "chatter" to try to defend against child pornography, terrorism and other possible threats to public safety.

I'll just report a person if I feel an answer is extremely racist or violent, homphobic or pornographic, anything that violates Community Guidelines or Terms of Service.
I don't do frivolous reporting.
