Probably not. This is true of Nickel-Cadmium cells(sometimes called nicad's) which were the first rechargables available. They had what was called a memory effect, which means that if they were frequently discharged half-way they could only be discharged half-way after a while.
Most batteries in the newer portable devices are lithium-ion and have no memory effect. Some are Nickel/Metal-Hydride and have less memory effect then Nickel-Cadmiums. Even Nickel-Cadmiums can be discharged less than fully once or twice without the memory-effect being noticable.

batteries these days aren't what they used to be (depends on if you have an old phone or mp3 player). the old batteries (still exist but aren't widely used in consumer electronics anymore) used to have a memory effect. These days you can charge after every use if you wanted. But I think they say that if you use your electronics a lot, that you completely drain the batter maybe once a month or so. Otherwise you can recharge pretty much after each use if so desired.

When I bought my phone from verizon the guy at the counter said the battery will hold a better charge and last longer if you let them die before recharging, the material that came with it said the same.
I have a motorola with a nice camera.

No. I've never had a problem with charging batteries when they weren't completely out. Also, it is never a good idea to let a battery COMPLETELY drain, because you might not be able to recharge it.

This is true with normal rechargable batteries - things like AA and AAA - but not with cellphone batteries...
It is perfectly OK to leave your cell plugged into the charger at ALL times - it won't affect the battery life at all :)

Wrong. Sometimes you can overcharge the battery though, and it will get really fat and might need to be replaced.

he is not completely wrong... you must charge it everyday atleast 30 minutes till the battery is full...
