It all depends on what the sign says at the beginning of the bus lane. In some parts of the UK (I assume you mean the UK) there is no restriction for taxis or cyclists, in others there are, so be very careful if you happen to be a taxi driver, read the road signs prior to the bus lane

It depends on the lane, some are just bus lanes, some are bus and taxi lanes, some are cycle lanes, some are bus and cycle lanes and some are all 3, bus, taxi, and cycle lanes! Confusing isnt it.
The sign at the begining and every so often along the lane will tell you what is allowed in there

Depends on the rules set by the local council. In my area the Taxis that can use bus lanes have a big yellow "Authorised bus lane user" on the back.

Yes they are allowed in Bus lanes,unless there are restrictions on the blue sign as you look at it.Taxis may use these lanes to keep the flow of traffic.

Only licensed taxi's are allowed in the bus lane. Mini-cab drivers are not.

yes they are but why do we have bus lanes they are in operation 24 hours a day but the busses only run for about 14 hours a daylets get rid of bus lanes

Black cabs are allowed in bus lanes, but as Susie X points out, they also have a licence to:
print money (especially when at Heathrow)
switch lanes without indicating.
do u-turns at about 20 mph without warning.
bore you to death about the Congestion Charge/Life/Death/Latest controversy.
listen to your conversations.
sneer until given a tip.
call you "Guv", even though it is only Dick Van Dyke who is known to have used the expression (Mary Poppins).
and so on.
