I visited Sharm last year and found that the less clothing the more hassle. Even a smart summer dress which showed sholder meant the locals hassled.
It was also worse if my hasband was away from me for a few minutes. My dress got more conservative as the holiday progressed. I would suggest that she packs some loose cotton clothing that she can cover up with more for her comfort than considering the locals.

I don't think the Egyptians have a strict dress code. If by the pool or on the beach, then you can get away with shorts. Otherwise she could take floaty skirts and loose cool trousers, and some nice cotton shirts. It would probably be more comfortable in the heat.

At the main tourist areas - Valley of the Kings, temples, etc - and in your hotel, shorts & vest tops are perfectly acceptable for daytime. However, both of you ought to cover up if you go walking in the town or exploring off the beaten track. Slacks or a gypsy skirt (for her obviously, or we enter a whole new area of offence) and light cotton over-shirt will be fine, as long as the thighs and upper arms are concealed.
Traveller's tip - take a couple of large cotton scarves or pareos for emergency cover-ups. They're also a great way to cool off if you dampen them with some of your drinking water and wrap them over head, neck & shoulders.

If I were you I would contact the information or tourism center at Luxor. Most landmarks and tourist spots have information centers where you can call and find out the guidelines so you can be sure that you are dressed appropriately when you get there.

I don't know anything about Luxor, but if it is a huge tourist spot, your wife may be able to get away with some minor things in relation to clothing. Still, I would ask a travel agent! Have fun.

I would think it would be ok to wear these things around the pool and so on but when eating or out and about i would reccomend coverin up with a longer skirt or shorts and a kaftan perhaps? Would still keep u cool and looks really nice too.

When visiting Muslim countries I normally wear long loose fitting cotton trousers, in khaki or light colours to reflect the heat and also a t shirt or a long sleeved light coloured loose shirt. I've never had any trouble.
