I know someone from England who has a work visa and is working on becoming a citizen, but he wants to become a law enforcement officer. Does he have to wait until he has his citizenship?

Every department has their own rules, however in general, no you do not need to be nationalised.

Depends on the department. I would think quite a few would let him. Some of the bigger more elite units like San Diego county or NYPD might not. The one I work at, and probably most in the country by my guess, would let your friend apply so long as he has permission to be in the country and so long as he has proof that he is activly and currently persueing full citizenship.

David is correct, you must have a work visa, but most departments do not require citizenship. That may sound strange but it is true.
