"command a small fortune" = can be sold for high prices, you have no choice but to pay a lot for truffles
"gourmets unwilling to settle for common mushrooms" = food experts or people interested in the best types of food who refuse to eat normal, white mushrooms and will only eat rare mushrooms

It refers to the price of an exotic wild mushroom, it is called "truffles" they grow underground in the countryside, trained pigs are used to discover where they are, this mushroom is indeed expensive, it is used in some rare foods, specially in France
Certainly, gourmets pay a lot of money to eat dishes prepared with this mushroom because overwhelms the taste and delicacy of any food, specially meats.
