Windows Vista has a Compatibility mode just as windowsXP did. You will need to install the Publisher program. Then once installed, go to C:\Program Files\ Microsoft Publisher or what ever directory the install created for you. Find the publisher startup.exe command. Right click on it and chose Properties. Compatibility (tab) should be listed under there.

Good Luck
