A can of soda can have as much as 14 teaspoons of sugar in it. This is highly refined sugar that goes into your bloodstream all at once. If you're healthy (not diabetic) your pancreas immediately reacts to this rise in blood sugar by pumping out a lot of insulin--insulin is a hormone made in the pancreas that helps your body absorb sugar and 'burn' it for energy. At times like this the pancreas sort of goes into 'panic' mode and pumps out a huge amount of insulin, usually more than you need. So when the sugar is gone you have high insulin levels and you feel funny. Even if you're not diabetic, this isn't good for you.

Some people have this problem worse than others, but sugary soda is not good for -anyone-. There are some great diet sodas out there these days. Try Pepsi One or Coke Zero. After you've been drinking diet sodas for a while, you get used to them and they taste even better.

Another thing to do is to eat something. This fills up your stomach and makes the sugar go into your system slower. Or get some exercise,which burns off the sugar in a normal way.

What do you mean loopy? Excited or hyped up? Sugar can do that to people.

If you mean something else let your doctor know cause you may have some form of diabetes.

what are you blood sugars upon consuming the sugar? Have you checked that? If they are "normal" then, you are likely hypogycemic and should talk to a doctor about it, hypoglycemia is often a precursor to diabetes.
