you should not put new tin over rusted tin since that will just speed up the rusting of the new , if you dont want to tear off the old you will need to put something like roofing felt paper over the old before laying the new

i'd say to be safe and make for a better job ....tear off the old
the new will lay better if you dont try to go over old

You can place the new tin over the old tin but it will cause it to rust faster. Remove the old tin first!

If it is only surface rust sand a little then cover with aluminum roof coat, skip the new tin
