just Mary and Jesus, if you follow Catholic dogma.
I'm Roman Catholic, and I don't necessarily buy into the whole Immaculate Conception thingy with Mary's birth.

No. The dispensation granted Mary was given directly as a pre-cause effect of her free will choice to say, "Be it done unto me according to your will."
Remember that God sees the whole of the timeline, from beginning to end, as a single whole. Imagine you created a movie showing a dot growing to be a circle then back to a dot, on a transparent film. You then cut each frame out and stack them. You would see (depending on the rate of swelling and contracting) either a sphereoid or a double cone.
You would, in essence, see the whole 'timeline' of the film all at once.
Since God knew Mary's obedience would be absolute, Mary was born predispensed towards being sinless so as to be a perfect recepticle for the divine.
St. Anne would not have had such a dispensation because her act was not one of choice directly to follow the divine will. She herself was not a vessel of the divine.

Catholics believe in the Immaculate Conception of the Blessed Virgin Mary.
When the angel Gabriel called Mary, "Full of grace," Mary was already full of grace.
When the angel Gabriel said, "The Lord is with you," the Lord was already with her.
The Blessed Virgin Mary was in a state of grace before she says "yes" to the angel's question and before the Holy Spirit came upon her for a different purpose.
When did Mary's state of grace begin?
Catholics believe this state of grace was with Mary since her Immaculate Conception. This means that Mary was conceived in the normal way (not like Jesus) but that she did not inherit original sin.
God prepared her for her later role as the mother of Jesus.
Catholics celebrate this miracle on December 8 as the Feast of the Immaculate Conception of the Blessed Virgin Mary.
With love in Christ.
