Your sister should contact the Animal Control authorities in your area to report the incident if she hasn't already. She may also want to contact her local humane society and ask if pet loss counseling is offered in her area (I've also included a link to a pet loss grief hotline below).
Look at the situation to see what could have been done differently. If your sister's dog was contained on her property by a strong fence, there's not much else she could have done. However, her dog was tied outside then she should install a fence before getting another dog. Was your sister's dog leashed? If she was following all the rules but the pit bull owners were not, unfortunately it's the pit bull's irresponsible owners who are to blame and besides legal repercussions not much else can be done.
I'm sorry for your sister's loss. Owner's as irresponsible as this pit bull's owners should not be allowed to care for dogs.

She should report the Pit Bull to animal control immediately. A Pit Bull should be well socialized with people and other animals, well trained, friendly, clownish, and have a responsible owner who knows how to avoid a dog fight and break up a fight should this ever happen. If a stray, alert this to your local SPCA so they can catch and euthanize the dog. If the dog is owned by someone, he/she should be reported as well and should be charged in civil court. Okay as an advocate for the Bully breeds I feel I must respond; Why was her dog off the leash?? Why was the minpin unsupervised?? Are you SURE that the dog was a Pit Bull did you see it, did she, if you saw it why didnt you stop the dog?? These are the type of posts that cause mass hysteria about the breed when typically its not even a Pit!
Okay supposing all these things were handled properly-- I am really sorry about your sisters dog-- I understand the loss of a pet-- but please make sure that before you post something like this that all your facts are correct because of BSL we are losing our pets also..
ADD-- i just read your addition and wanted to apologize again! but please know that this is a poorly socialized dog and not all pits are like this even if it was a pit.

There isn't much she can do if the dog is dead. Maybe she should consider training the pit bull before getting another small dog.

Was the other dog running loose? Was your sister's dog loose? If so, nothing you can do. If your sister's dog was in the yard (fenced) or on a leash and the other dog was loose, then you can file a police report.
Please keep in mind that the US courts have long considered pets to be chattel (property) and as such, your sister cannot sue for damages beyond the cost of the vet bills.

Does she know the owner? Do you want the leash laws, etc are in your city? If the dog was off leash and wandering around, the owner can get in big trouble. Also, might get the pitbull put to sleep by the city.
I would call animal control and see what they can do for you.

I am very sorry to hear this, it is very sad when pet owners are not responsible. The pit bull is now considered aggressive (which most pit bulls are no matter what it is their nature), the police will take him and he will be put down. If you haven't called the police, you have to because if you don't another animal will be maliciously killed by this animal and you could be partly responsible.

If it was a stray she should give an alert to the ASPCA of her area, this dog can be potentially dangerous to others
If it was somebody Else's pet, then she has to make a police report and press charges.
If it was her own pet, she has to make a decision, never own another pet, or put the aggressive one down...You need to give a little more detail

I am so sorry for her loss. i just lost a kitten last week so I can relate. This is something that should be reported to the police because this type of aggression, even in animals can be a danger to the people around. If this animal can be located, I would file a report.

I 'm sorry for your sisiter --she must be feeling awful. Did you report it to animal control or the police in your town. That is the first thing I would have done. I would still do so now if you haven't. Did you take the MinPin to the vet? They can verify that the other dog actually caused her death.
I would probbly let the authorities handle it from here -- good luck
