In order to be legally married you need a marriage license. If it is a ceremony by clergy it is more of a commitment ceremony.

Good Question.
Civil Union is supposed to be only that, one seen by the government only... but I'd assume that which ever diety you pray to would ackowledge it too.
Now a Marriage performed by a religious person, may not be seen in the eye of the government as legal without a marriage license.

Marriage is a legal contract. If you want the protection of state and federal laws your marriage must be sanctioned by the state. This holds true for all marriages, straight or gay.
