It's a chemical reaction and electrical connection in the brain.
BUT we can't explain why that happens yet. It's pretty cool to learn about.
Psychology rocks!!

Satan, apparently.
No, seriously, there's good reason to believe that they're not just in the brain, but more distributed throughout the body, both in the nervous system and in the hormonal system.
"or can you have feelings without being religious?"
That's an astonishing question. Thank you for asking it respectfully. I'd like to respectfully ask you what would have made you wonder that? If someone told you that feelings depend on religion, I strongly suggest that you not trust that person again.

Feelings are unreliable because they are subjective, easy to produce, and are not meant to discover facts but to tell us how we feel about facts. Psychological persuasion techniques, intensity, eye contact, or mere desire can produce feelings that feel real - because they are real! But real feelings are still just letting us know how we are reacting to something, not the truthfulness of that thing.

They're a neurological reaction in the brain. Certain elements trigger chemical reactions, and that's why you feel happy, sad, angry, etc.

Feelings are reactions to stimuli (aversion, attachments, neutrality) as you perceive them, and according to your abilities. From a Buddhist perspective, over-attachments and aversions to things is what causes "suffering" in this existence.

Since there are people who do not have religion but do have feelings
-and-
Since there are people with 1,000's of different types of belief systems who also have feelings.
-then-
I would say "yes" it is possible.
