My wife has cruised on several cruise lines, and I have taken a couple of cruises, so I'll tell you what I know:
REGENCY: Pricey, but very elegant. My wife rates Regency and Holland America as the nicest for people who like the cruise experience of dressing up for dinner and getting the star treatment. Can't speak for Regency myself, but Holland America was GREAT!!!
CARNIVAL: Caters more to families with children, not as nice as other cruise lines.
ROYAL CARIBBEAN: Very nice overall in terms of quality and service -- they now have "freestyle dining" which some people really like but others don't. With freestyle dining, you don't have set times and places for the dinner meals. Be careful though. Many of the restaurants you may want to try now have a $10.00 to $15.00 charge per person for the privilege of eating dinner there, and you'll want to make your reservations for all your dinners the day you board the ship or you're looking at long waits (over an hour).
DISNEY: Quite a bit more expensive than other cruises, but they have larger quarters and they get RAVES for their service, food, programs for children/teens, etc. They only cruise the Caribbean though.
It's tough to answer your question because I'm not sure what you're looking for. If you're taking children, I'd say go for Carnival if you're looking for value or Disney if you're willing to pay the extra money. If you're looking for something more adult and you want the traditional cruise experience, go for Regency or Holland America. Royal Caribbean has something for everyone, so I would say they're the best "all around" cruise line.
