Guys 20-30 years old, alot of the guys i've met, even my friends are just so jaded about past relationships that they need time before having a girlfriend again, is that common?

Yeah, that is very common. It depends on the guy and where they are in life for what they are looking for. Some guys are just looking for a hook up where others are looking for a GF or someone they can settle down with.

Yes, it is common. It is a common EXCUSE for not being genuine in a relationship and making a committment. What they are really doing is not buying the cow when they can get the milk for free! Women need to make sure they are using their brains and not just their bodies when they enter relationships. Hookups are just that. Hooking up genitles. No emotion. No committment. No future. There have been names for that throughout the ages:
Sowing wild oats.
Becoming experienced.
Confirmed bachelor.
It is up to you to decide if you want to be an outlet for someone's sexual urges or if you want a respectful relationship. Men will always be ready to accept sex without commitment.

It's not common enough. Way too many people rush into another relationship after one fails guaranteeing that the next one fails also. Everyone needs time after a breakup or they carry that baggage with them into the next.

If the guy was really close to the girl it does take a while before he wants to date again. If they were just having "relations" but didn't really like her he'll be out in no time.
