There are two recognized sizes of Beagles: The 13-inch (13" at the shoulder), and the 15-inch (15" at the shoulder).
The 15" does *not* grow to be "a little smaller than a Labrador Retriever". Maybe you're thinking of a Harrier?

You have already gotten the answer on the AKC standard, 13" and 15" up to about 25 lbs. But mother nature can throw a curve. My Beagle, which was the runt of the litter, kept growing and growing and growing. He ended up close to 25" and is around 40 lbs. I don't know how big a Lab gets but I have a big Beagle. It's a good thing I got him as a pet and did not want to breed or show him. He is a very lovable dog. Maybe I am lucky but he is not a howler, doesn't bark much. My other two are much nosier, a Chi/Rat terrier and an APBT. But when something gets his attention you will hear the hound baying.

There are two VARIETIES - 13" and 15" Beagles.
A larger dog that looks like a beagle is probably a foxhound. American and English foxhounds are both much taller - in the range of 21-25" high at the shoulder. Harriers are a little smaller, as well.

There is only one breed of beagle separated into two varieties by size: those under 13" at the withers and those over 13" but under 15". Anything over 15" is oversized and incorrect, i.e. defective.
A dog about the size of a lab which is similar to a beagle is a Harrier, but they are extremely rare in the U.S.
There is no such thing as a miniature or "toy" beagle.
You can find info on these breeds at the AKC website:

It's not really a miniature anything. Somehow there are two very much alike kinds of beagle. The difference is one grows to be about 13 inches tall and the other grows to be about 15 inches tall.

Crazyem is right. There is no miniature beagle that stays puppy size. The big ones are about half the size of a lab. They aren't really different kinds, just different sizes.
