Isaiah 59:1-2 tells us, "The Lord's hand is not shortened, that it cannot save; neither His ear heavy, that it cannot hear; But your iniquities have seperated between you and your God, and your sins have hid His face from you, that He will no longer hear your prayers." This verse is only for those who are children of God. The only prayer of a non-believer that is ever heard is that first prayer of repentance that includes them into the family of God. If you are faithful to follow the ways of the Lord then your prayers are His delight ( Proverbs 15:8). He hears and answers His child's every prayer. But we have to remember He is Lord and we are not. So just because we don't see automatic answers we know that we know that His answer will manifest itself at the perfect time because we serve " an on-time God."

Pray that you do not get hit by a meteorite tomorrow.
Or you could pray that God continues to act in a way that is indistinguishable from him not existing.
For those who say 'god answers every prayer, but sometimes he says "No"." Do you actually hear that being said to you when you pray, or do you just assume that if something does not go the way you prayed for God said no. If it is the later, how can you tell that God is actually answering seeing is it is indistiguisable from a random undirected universe?

Yes, ask and you shall receive. God always answers prayers. Sometimes He says no. These are the times that we must accept His answer with faith. So often,we don't understand what God is doing. The main reason for our not understanding is that we have finite minds and Gods mind is infinite. My mother was dieing with cancer, and I watched her suffer for months. She was a Godly woman and I loved her so much. I was in almost as much pain as she was. I prayed for God to spare her. I prayed for her total and complete healing. She died. I did not understand, but I accepted on faith that God knew what He was doing. It was several years before I realized why God took her home. I will not go into the details, but now we see Gods plan. Through a series of events that would not have happened if Mom had lived, many wonderful things came about. Plus, she was healed. She now has her new Glorified body and she and my father are together once again, but this time, forever.

No, there is no way to be sure the outcome of prayer.
From a believer's perspective, God always answers prayers, but sometimes it's hard to figure out what he's saying.

No,we sometimes ask for things that will cause harm for us in the long run.We can be sure God hears our prayers and guides our lives, for that is Biblical[Romans 8:28-32].
