Yes. Some faith based programs work great compared to government sponsored programs which don't work at all.
For example:
40 years ago there was this Pastor running a drug rehab program. He claimed that 70% of its graduates remained drug, alcohol and tobacco free.
Some government bureaucrat complained saying, "You can't say that unless you can prove its true!"
The Pastor replied, "I'm poor as a church mouse, but I know its true, and challenged the government bureaucat to prove him wrong."
So the government funded a study to prove the Pastor wrong.
The Pastor claimed that 70% of his graduates remained drug free. The government study, five year later proved the pastor was wrong.
86% were drug free.
True story.
The name of that Pastor is David Wilkerson.
The name of the drug rehab program is Teen Challenge.
While running for President, then Gov. Bush visited a Teen Challenge Center in Oklaholma and heard the very same true story I just shared above.
That's when and where Gov. Bush got the idea for his faith based initiative in the first place.

There are certain criteria that the faith based and secular agencies must meet after getting their money. They seem to both be a wonder of inefficiency.

No. They show total bias toward religious providers. There have been cases were secular providers with a track record of success lost funding to religious onen with no record at all.

I had an example of Bush's faith as I walked the dog yesterday. Then I had to bend down and pick it up with a shopping bag. Believe me, it smelled bad!

Religious Agencies are VERY efficient at stealing tax dollars in the name of God.
Pastor Bob needs a new truck! Thank you Jesus! (except it isn't Jesus paying for it, it's the USA taxpayers)
