Jesus was ALL about preventing bad behavior. By teaching people the RIGHT course, obviously he was guiding people away from taking a wrong path. If you look at the sermon on the Mount, you'll see that he even addressed ATTITUDED that could lead to wrong doing. Such as looking at a woman so as to have a passion for her... In saying this he was reiterating the importance of faithfulness in marriage;

He did stop the crowd from stoning a woman to death because she had sex with more than 1 man. The woman ws just trying to support her kids, and god knows she couldn't get a job.
