You should join the gym and other clubs of interest. Make friends at work and join them in their nights out so you can increase your circle of friends. Someone I know did this and he also got a bar job on top of his normal job - not for the money but as a way to get out at the weekends and meet loads of people - drunk and sober. Hope this helps :-)

1. You can try craigslist.com. Search by state and then city
There are many things on that website, place ads for free... you'll be surprised!
2. Go to bars, clubs, and community center.
3. Smile, be friendly, give genuine compliments. It'll start up some conversation
Enjoy

I think a good way to start meeting people is through your neighbors. Talk to them and tell them that you've just moved in. YOu will not only gain new acquiantances, you can even end up as really good friends with them.
It is always good to be friends with your neighbors.
Good Luck!
