of course, bodyweight squats, pushups, chinups, dips, wall squats, etc. can all be done without weights. You can also just tense your muscles and hold it for 10 seconds(isometrics) or if you don't have weights (barbells/dumbbells) you can use household items such as waterbottles, milk cartons, detergent bottles, even bricks as weights.

Yes you can do push ups and other non-weight lifting exercises. The tone look will not be as dramatic as it would with weights. The tone look you are looking from comes from tight muscles and low body fat. You will also want to increase your water intake. But by far using weights is the best way.
