go to your local homeless shelter and tell them what youre doing and see if theres some kind of help they need,or go to your local social service and tell also,they always have people that need help,also your local salvation army always needs help.

As for a civics project, you have to keep it small. Work in a soup kitchen, volunteer at a health clinic, be a big brother or sister. Teach adults how to read at the local rec center. Teach kids how to play basketball. All of these items are civil service. Small ways to make a big difference.
The general answer to improving the plight of the poor is: food, health, education, placement assistance, housing strategies. Any of these items, in any way, shape, or form, and there are a lot of them, will give someone a leg-up to a better life.

We can offer food and health care for free to nominal prices. We can organize this by finding volunteers/ doctors, professionals, and just willing hearts to donate money, food, medicine and time. Start an organization. Find a group of people to support, and raise awareness of their situation. There are organizations that send building teams to build houses. You get the jist.

Lend them small amounts of money to earn money on their own. Generally the interest rate to the poor is 50 to 100% a month and may be more. If you offer it at 10%, that's a great benefit to them.

they have to do most of it themselves. most poor are cuz there lazy or have given up. provide them with a car in agreement that they have to look for work. teach them how to manage money so they can pay their bills. set up daycare if children are invovled. give them a head start, then make them finish it out.
