is there a program/application that could enhance photo pixel
example:
like the ones that is used in the movie that enhance survelance camera photo.
for enstance in the movie the man is holding a paper with a letter on it then the FBI/CIA will enchance the photo so they can read the letter.
help me plz because I have emportant events photo from my old phone and a major enhancement would be greatly appreciated

If the data doesn't exist in your image file, you can't do what they do on TV. They use a new image format called: RAW and very expensive 8MP digital cameras.
So, the answer is no, because your file is compressed (JPG) and likely under 4MP.
