Set the date and budget, then book your reception site fast. These places book up well in advance and it may take you some time to find someplace you like on your particular date. Also check out www.theknot.com this site is great and actually allows you to plug in your date and give you a schedule of when to do things. Congrats!

Budget

Date

Location

Those three are the most important. Start setting aside money per paycheck now, use your income tax refund towards the wedding as well.

Get a date figured out. If not a date, at least a year and a month.

Start thinking of locations. Park? Church? Beach? If its a popular wedding site (like the Outer Banks of NC) then you will need to put a deposit down now for next year, as it fills up real quick.

Then think about the wedding party and who you both want in it.

Then think about the guest list.

http://www.theknot.com is a great place for organizing things.

Write down both lists of the guest list--groom does his side; bride does her side; they converse and tweak until they wheedle it down to what they want. You could go ahead and book a church or rental place for the ceremony and reception and then work the guest list around that. Book a place or places as soon as possible and then talk to the florist and caterer and all that soon, too, because they can get busy, especially around holidays like Thanksgiving, Christmas, Valentine's Day, and Easter. Also, if you're confused and you have the money to do it, a wedding planner is the greatest gift you can give yourself in this overly stressful time. I will never regret hiring mine! Good luck!

1) Post question in Yahoo answers
2) Now do the real work - if you don't know buy a wedding planning book.
3) Seriously the first things to determine are the date and the budget

Ask the girl to marry you.
Appoint a best Man.
Buy the Rings.
Get out of the way - the bride's mother will plan everything else.

In my opinion, make your tentative master guest list and decide your budget. Tailor your guest list according to budget, pick a few alternate dates and start checking out tentative ceremony and reception locations available for those dates.

First make sure you have the church or the place where you'll be saying your vows available. Then you can start your guest list and also ask people to be in it if you wish.

Set a date and then make sure you can get the church and the hall booked for the same day.
