Hmmm . . . you didn't give me much to go on. How old are you? What are your interests? But you're not asking how to meet girls, but how to get a girlfriend . . . I would say: treat girls well, be friendly, outgoing and active. Then all the girls you know will be dying to be your girlfriend.

just go out and make friends (girls!) and who knows?
You have to get to know someone and really like then and vice versa so go out there, have a laugh and trust me it wont be long before someone catches your eye and have fun!!!!
