The East Village has lots of little shops/independant designer boutiques. Try Tokio 7 at 64 East 7th Street at First Avenue - it's a designer consignment shop. It can get very crowded, but you can find things here you won't see anywhere else. If you like Denim, look at Famous Friends at 616 East 9th Street (between Avenues B and C)

Macy's (world's largest department store) and Lord & Taylor have great sales - even when there isn't a sale, check the clearance racks at the back of the departments, you can find unsold items at up to 80% off the original price.

Macy's is in an area known as the Garment District - if you walk up and down some of the side streets, these blocks are covered with dress stores that supply other stores all over the country; many of them are wholesale only - you have buy hundreds of the same dress. There are a lot of these stores that sell retail also - there will be a sign in the window - great prices in these stores, but, you really have to love shopping to do this. For instance, from Macy's you can walk west on 35th Street to Ninth Avenue, then come back east on 36th Street, and so on. (If you really intend to buy a lot, take a piece of luggage on wheels with you - you'll be very uncomfortable trying to carry a lot of packages in the heat).
The public transportation system in New York is wonderful, so where you stay shouldn't be a big issue. But, since the area around Macy's has the most shopping confined to a small area, you might want a hotel in that neighborhood (that's about ten blocks from Times Square). One advantage to staying in that area is that you can easily go back to your room and dump your packages.

Murray Hill Suites is a few blocks from Macy's - every room has a kitchen with dishwasher, fridge, microwave, coffee maker - great to bring back your restaurant leftovers - save money. Rates are reasonable (for New York)

Don't pay full price - try expedia.com, travelocity, etc to get a good price on any hotel you choose.
No matter which hotel you choose, be sure to read TripAdvisor.com - see what the previous guests think and would they stay there again.
Absolutely, no matter what, do NOT even consider the Hotel Pennsylvania (two women were so badly bitten by bed bugs, they've brought a lawsuit).

Once you get the address of the shop(s), then you can actually do a hotel search on travel websites (Travelocity.com) that will pull up shops and show them on a map so you know where to stay. Some are expensive since their right on Times Square, but it may be work it if you are buying alot.

2 weekends ago I went to Atlantic City, NJ and all they have are outlet stores of every single name brand you can think of. Its a shopper's paradise. On the boardwalk, by cesars palace, there is a shopping mall with more outlet stores. You can either take greyhound (i don't know how much it will cost), or you can take the nj transit bus which will cost you $51 round trip.
