In order to answer this question in a more comprehensive way we must first of all understand what fasting is all about. Webster's and also the bible dictionary, define fasting as, "abstinence from food". Especially as water, as a food, or we may ask the question, "Is water Food?"
First, I will consider webster's definition of food, and it reads as follows: "Food: nutrient, nourishment in solid form."
Food and water- drinking are two differnt things. To do without water results in thirsting and thirsting means a 'great desire to drink'. Fasting will be understood better if we recognize these facts. One should not asscoaite abstinence from water, with the subject of fasting, this we see the contradiction between food and water.
NB: It is quite evident that Jesus took water while fasting forty days. There are four things that bear evidence in this regard. Shall we consider our Lord's fast?
1. Matthew 4: 2-11: "When he had fasted. "We pointed that the definition of fasting does not exclude water drinking, and it does not mention that Jesus thirsted forty days, in the scriptures. it is called a fast and not a thirst.
2. He was afterward an hungered. "It does not say that he afterward thirsted. When a person does without food and drink, water means far more to him than food. A man can go days wihtout food but this same individual can go but a very shourt time without water. Espcially in a hot and torrid climate
3. There are rocks where Jesus did his fast and water was coming out of the rock which he has been drinking
4. Why satan tempt him with bread, is because he knew he was hungry for food, and he knew he has been dwelling on water for days.

Turn stone into water? He could have said that, but he chose the bread approach.
Jesus came to help others, not himself. Satan knew that Jesus had been fasting for 40 days and that he was hungry. So he tried to get Jesus to use his special abilities on himself. If Jesus had complied, that would have been a sin. Jesus refused to listen to Satan.

Jesus was fasting, fasting means not to eat, He can Drink all he wants, but it was food that his Body needed, Satan knew this and tempted Jesus to use his supernatural power to command Stone to be made bread.
Of Course, Jesus rebuked him.

Satan uses what he believes will work or provide the greatest temptation. Jesus had not eaten in 40 days. Physical hunger can be very powerful. Jesus did not allow Satan's wicked reasoning ("If you are a son of God"), to sidetrack him. Using his miraculous powers for selfish, fleshly reasons would not help to accomplish his purpose for coming to the earth. Satan well knew who Jesus Christ was. Jesus had nothing to prove to him.
The Bible says of Satan "...we are not ignorant of his designs." (2Corinthians 2:11) This tactic of Satan's, calling into question what he already knows to be fact in an effort to sidetrack us into fruitlessly trying "prove" something, continues to be used by Satan today.

why does it matter he may have sugested Jesus drink as well. Jesus said man shall not live on bread alone but on every word that comes from the mouth of God.

Jesus was on a 40-day fast. while fasting, you're still allowed to drink water, but not eat, at least not in this case.

Because when Jesus was fasting, He did drink liquids, That is why after his fast the bible say only that he was hungry, you don't see anything that says he was thirsty.
