I went through this a few years ago. I was told the CSA could do nothing, even though he was court mandated to pay every month. Since he "officially" did not have an income, if I tried to push it, the courts would end up lowering what he was required to pay, and I would end up more screwed. She told me to sit tight, wait for the amount he owed to build up, then they would go after him for non-payment. She also said in the meantime (and off the record), if I could get proof that he was working under the table, then I could always contact IRS and let them deal with him.
So if I were you, go ahead and start a case, which you should have done from the beginning.

Go through the CSA, but bear in mind that if he isn't working then they will probably not be able to get anything more than £5 per week out of him. If he is working then they will be able to get payments through him, but be aware that it could be less than you were getting from him before as they take a big cut. My boyfriend used to pay his ex £250 per month by cheque for his kids, she then went to the CSA because her friend told her that she would get more through the CSA. My boyfriend now only pays £200 per month and all of that doesn't go to her as the CSA take their cut. Either way, he definately needs to support his child, but make sure you find out the full facts first otherwise you could be worse off.

Don't get the CSA involved, you will get nothing for years - leave x hubby alone, if he can give you money he will give it but if you go down the CSA road they take forever working it out and you have to prove he is working, which he will have to give up if he is caught. Do you work? if not and you are on benefits all you get from CSA is £5pw even though he could be paying hundreds per week it goes to the government. Do you not think you could be a bit jealous because his wife has come into money?

Not sure if people on this site are aware that currently the anticipated waiting time to resolve a case through CSA is 287 weeks (5 and a half YEARS) and it is due to be axed soon anyway....

All the signs point to him evading his resposibilities! Contact the CSA and get them to investigate his situation.
If he really is dodging his responsibilities then I've taken an instant dislike to the guy. I could never bring myself to do such a thing!

You need to get the CSA involved. You are silly to not ahve made the payments mandatory. They can get his tax return and future pay checks. This is for your child not for you.
