Only if the money you are sending or receiving is going into a bank somewhere does either the sender or receiver need a bank account. If it's person to person, or person to business, all you need is the amount you are sending, extra money for the service fee, a current, valid ID, and name, address and phone number of both parties, depending on how much is being sent. If paying a bill, then you need a receive code from the company you are paying, and once the transaction has been processed, you will be given a reference number. The only 2 acceptable methods of payment are cash and debit. You may also want to check into a Moneygram service, which can be found within any Walmart store. It works same as Western Union, just cheaper.
