If by modifying you mean exaggerated spoilers, removed catalytic converters, neon paint and fake spinners, yes it is very cheap.
Though if you can find a way to do it tastefully than it can be stylish. For example, some people manage to install computers in their cars.

If you mean to "trick it out" (for lack of better phrase), then yes, it can look tacky. I've seen tires and wheels on older cars (boats) that looked as though they cost hundreds of dollars and, well, tacky. I've seen pickup trucks with lowered tires and I suspect that the trucks are just bought for the horrific overprices overloud sound systems. I do not care to be assaulted with somebody's music, especially when I'm in the comfort and privacy of my own home.
Sure, if you modify them for pracitcal and economic reasons, to make the car run better, last longer and cost you less money in the long run, that's great.
