To "unstuck" the disk, just follow the instructions I gave in your previous question, and use a hammer to give a sharp hard hit on the disk surface. The shock and vibration of the hammer hitting the disk will release whatever that is stuck in probably 3-4 hard hits.

Wear protective mask because brake dust and rust dust will be released as you are hitting it.

Your disk will be dented from the hammer, but that's fine since you're replacing it with a new one anyway.

To insure that it is the hand brake holding up the process disconnect it. Either at the handle, or on the Brake assembly.

Often the brake pads in the drum part will wear a grove inton the brake drum and make it hard to get the drum of over the pads. If you are replaceing the rotors then back the parking brake off as much as you can then take a hammer and beat them the rotor off.
Or put it back together and take it to a garage, be sure to get a quote first for changing the brakes.

if you can drive to the nearest garage,take it there.
Otherwise lift your car with a jack. and you will find the brake cable leading to both wheels.
Try to pull the cable with full strength,a few times.it shud release.
Thereafter remove the cable and replace a new cable.
if you cannot remove/replace yourself,then drive slowly to a mechanic to get it replaced.

have you left hand brake on for a while e.g. been on hols for a week or two. then it might just be rust, let hand brake off and try to pull away, hopefully it will release after a little coaxing

cut the hand brake cable and replace with new one
