If it is not legal, they will have to bribe the third party ( police ). People who do not have a sex partner in his life, can easily use them without fear. It will reduce the rape cases. People fear going to these places as it is called red light area. Prostitutes should be banned for girls below 18 years. Proper condomn should be used, HIV checking. If it is legal all this will be checked. It will be kept clean.

For your information prostitution was in practice as religious prostitution: - Devadasi is a religious practice in parts of southern India, including Andhra Pradesh, whereby parents marry a daughter to a deity or a temple. The girl is married before she reaches her puberty. She is then labeled as sex worker for upper caste community members. Such girls are known as jogini. The practice of religious prostitution is known as basivi in Karnataka and matangi in Maharastra. It is also known as venkatasani, nailis, muralis and theradiyan. These practisces are distinct from caste-based prostitution in northern India, where prostitution amongst certain tribal communities is believed to have religious sanction.
Religious sex workers cannot marry any men but they have to satisfy sexual desire of men who come craving for it. Joginis are recognised by their copper bangles, the band they wear round their necks with a leather pendant and a long necklace with several pendants which have the image of Goddess Yellamma. The practice was legal in India for certain period. However, various state governments in India have enacted laws to ban this practice. They include Bombay Devdasi Act, 1934, Devdasi (Prevention of dedication) Madras Act, 1947, Karnataka Devdasi (Prohibition of dedication) Act, 1982, and Andhra Pradesh Devdasi (Prohibition of dedication) Act, 1988. The legal laws seems to be inactive even today as you still find the news updates that state the practice in small villages especially in Southern India. The local police do not enforce the law and the villagers themselves make no effort to abolish the grievous practice.
Apart from this the usual profession of prostitution is in operation since ancient time in cities through out India till date & every law enforcing bodies are aware of this fact, the legal provisions of the Immoral Traffic (Prevention) Act, 1956
are being used seldom only by the police is stray cases hence the proposal such as this to legalize this profession & make certain provision for prevention of sexually transmitting diseases amongst the sex workers be strictly implemented. This will be the duty of the government & ministry of the social welfare to lay down rules & regulation in this regard. Once a proper legal & medical program is made for this profession it can be safe for both the sex workers & the public indulging with them.

Yes, it should be legalised, there are more merits than demerit in doing so. Govt of India should take a broad view over this, but it cant because its a lame govt since last 10 yrs.
They are not able to systems the education and medical services to poor people, then this would prove to be another burning coal in their mouth.
In Australia they have started a corporate system for this thing, after paying them the profit is used for the welfare of the workers and their family. It has been proved that by doing so they could live a better and safe life rather than doing the business in present red light areas.
Once the govt. (Ministers) don't have any vision for their nation you cant expect such thing to happen in our corruption full politics.
Rules and regulations are framed for the poor / normal people (those who don't have political links)
If you truly investigate more than half of the politicians would be wiped out/unfit to be in the chair where they sit today.
The system right under their nose would also work on the same bases.
Until the clas s of our politicians change dont expect, god forbid they should not go into makeing such law or the system would really do all the thing nonsense(demerits)

it is not legal all over the world.though there are chances to check all the deceases connected with sex,and which would become easy for further research,those who go for this paying sex, do not take care of themselves and easily get HIV.whether you make it legal or not it is where the most dangerous destroyer aids begins.thefts and murdering are already a crime and illegal.have you ever heard that there are no thefts or murder in a single day.even if this is made legal unless it is done with lots of clauses,such as which you have suggested,it is the individuals who are to cooperate,which would be an utter failure,and also would tend to give more opportunity to do the prostitution boldly.if you want to check each and every act of sex by anyone with any prostitute,the whole men of the world will not be sufficient to be employed for the reason.after all,thank god,HIV is not contagious and will not catch who safe sex.let those who does not care for themselves and those who do not mind to have HIV,and those who are not having control over their mind,suffer.sorry,we should not make it legal,and allow more people die of this decease.

Nothin matters its Legality as its on top even without Legal license. All things that matters is society. Only since its known as Redlight area bcoz people move there in silence . The police department supports such things well then where comes the need for legal license. Regard me its the mentality of every individual n hard to stop prostitution n also in no way flourish of prostitution can stop rape accidents as most men r only haiwans (Rakshashas)

Prostitution is not legal in many countries in the world (including most of America). Besides, if they legalize it, how are they going to make sure that girls under 18 don't do it?

I think the prostitutes are doing a hidden social work, just imagine if there is no prostitute in the world, the cases of rape, eve teasing , child rapes will take place to the number of prostitutes.
If it can not be legalised it should not be penalised also, and monitored for health reason.There is no use of putting ban on it could not be stopped from decades.But the forceful entry of any lady or child should be monitored and strongly banned. this industry

no it 's not .
Not in most (maybe all ?) of the US .
I don 't know about anywhere else .
But I'm sure there 's alot more places it 's not .

The only reason I can think that the government doesn't want it is just like the weed / drug thing -- THE GOVERNMENT CAN'T TAX IT, THEREFORE THEY DON'T WANT IT HAPPENING.

plus, i mean, can you imagine how easily STDs could be passed ? ? ?
Prostitute has sex with man with gonorrhea or something .
She then has sex with TONS of other men , who then carry it on and pass it on over over again , even to other prostitutes who then pass it on to other "customers" .

Other than that, I think yeah , it should be legal .

Should be made legal by granting some kind of license. It should be made mandatory for prostitutes to get their medical check up every week and cost thereof should be borne by the customer so as to avoid inconvenience on either side. Use of condom should be must.

ARE YOU IN FAVOUR OF PROSTITUTION BUSINESS?.IF YOU WEREN'T,YOU WOULDN'T HAVE PUT UP THIS QUES.
WELL.. IT IS NOT LEGAL AND IT SHOULD NEVER BE.

I WOULD SAY ALL THE BROTHEL IN THIS WHOLE WORLD,ESPECIALLY IN INDIA SHOULD BE SEAL LIKE ILLEGAL SHOPS ARE SEALED AND ALL THE WOMEN MUST BE PROVIDED WITH SOME RESPECTFUL EMPLOYMENT.

AS FAR AS REDUCTION OF RAPE CASES AND HIV ARE CONCERNED,IT HAPPENS DUE TO UNSATISFIED LUST OF THE MEN.HIV CAN HAPPENS TO ANYONE.IT IS NOT ONLY B'COZ OF SEXUAL RELATIONSHIPS.IT CAN BE B'COZ OF INFECTED BLOOD TRANSFUSION AND INFECTED INJECTIONS.CONDOMS ARE FOR FAMILY PLANNING PURPOSES.
