i am trying to make a sad melody on the guitar and i know that the chords matter

Sorry, there are about a zillion ways to make any instrument emit different emotions.

Listen to darker bands, applying electric melodies to an "unplugged" guitar, or guys like Ritchie Blackmore if you want to come up with some broody guitar sounds. Many classical and Spanish guitar melodies are dark and forboding, or at least melancholy. You could give that a shot while you are waiting to be inspired.Then do something your own, but saturated with their influence.

Also, just in a general sense, your minor scales are going to sound sadder...and minimize the NUMBER of notes, instead you need to play a few notes and make them work hard such as the way BB King and Edge haaaaaaaaaaaaaaaaaaaaaaaaang on every stretched out note they get. Let that guitar sob with sadness, instead of shot gunning notes out of it, which kind of implies mania or anger as a mood.
