In pokemon d/p is it possible to get mew.?

In pokemon d/p is it possible to get mew without using palpark, and if its impossible, the only other poke' game i have is fire red, so is it possible to catch one there and migrate it over.

For fire red, you need to get a key item from a nintendo event to get capture mew. Then you will be able to migrate it.
For diamond and pearl, you will need to trade for it.
